Alberta's bold plan to cut emissions stuns Ottawa and oil industry

Alberta Environment & Sustainable Resource Development Minister Diana McQueen recently announced plans (as yet unapproved by Cabinet) to cut greenhouse gas emissions from oil industry producers by up to 40%. The announcement, described here in a Globe & Mail article, is thought to be related to Canada's desire to show the US that the country is serious about the environment and climate change leading up to a decision on the Keystone XL pipeline.
