The newly released federal Caribou Recovery Strategy includes consideration for penning caribou in sensitive regions such as the oilsands area. As explained in this CBC story, a fenced enclosure to exclude predators from caribou habitat would help to enable the caribou populations to recover or stabilize. Penning was also recommended in a report from the OIlsands Leadership Initiative in July; the proposed area could be approximately 1500 square kilometers, and would remained fenced off for at least 40 years.
