Peter Love makes the case that energy and water communities share a common culture: conservation. From a policy perspective, both water and energy have similarities; Canadians' perspective is that we have lots of both. Reduce, Reuse, Recycle apply to both energy and water; but we have done a weak job on the first priority, Reduce. There are silos; for example, typically electricity people don't talk to oil people. A Blueprint for Action on  Energy and Water offers eight areas of collaboration (American Council for an Energy Efficient Economy and Alliance for Water Efficiency).
