Kevin Barton, City of Calgary, finishes by describing how the new planning process works for the City of Calgary. New development applications became pilot projects to improve both quality and timeliness for both developers and affected communities. He points out that the culture surrounding the new planning process is really important to the success of the planning process. The new planning process is to be fully developed by December 2013.
Lisa Larson, City of Edmonton, describes how individual projects became the tool to iteratively change the planning process at the City of Edmonton. "Designing New Neighbourhoods" is the pilot project with 3 new areas being the focus for this new approach. 12 design outcomes and 38 principles are outlined. The flexibility and holistic thinking gets its wheels from a process, "design by committee". Kim Petrin concludes this presentation by describing how area structure plans can be approached with more innovation and flexibility by meeting the 12 desired outcomes of "Designing New Neighbourhoods". New approaches require letting go of old cultures; e.g. consultation without commitment to implement recommendations from the consultations. As Calgary emphasized, Edmonton's new approach to planning also requires a change in culture for it to succeed.
