The 2013 Report on The State of Canada's Cities & Communities has been released by the Federation of Canadian Municipalities (FCM). The report seeks to identify the ways that federal-municipal relations have changed over time by showcasing policies and programs that relate to municipalities. The report includes a "Proposal for Change", a three-pronged approach to shifting the federal-municipal relationship to better meet the needs of Canada's cities and communities.
