Tony Maas with the World Wildlife Fund talks about innovation in governance and policy in water management, bubbling from the watersheds upwards. The WWF focuses primarily on collaboration and here are some of Tony Maas' insights on collaboration. MoU's are not the place to start a collaborative process but strong relationships are key and the beginning to collaboration. Relationship building does not necessarily begin with a business focus and usually is not the place where the relationship starts. There is a place to bring in agreements and MoU's but the key is to recognize what level of formality is needed for the collaboration to succeed.
