At PTAC's 2012 Air Issues Forum, Michael Layer, Natural Resources Canada, pointed out that, internationally, Canada has a reputation for leading in energy and environmental research and development. But we also have an international reputation that our regulatory regime is lagging. Our regulatory processes need to be informed by the uptake of Canadian solutions in international policy and regulation. Canadian firms can bring lessons back to Canada as they help other countries develop their Nationally Appropriate Mitigation Action plans.
For example, heavy oil development is on the planning horizon for Mexico and Columbia. As a result, an opportunity for Canadian firms is Fast Start Funding for Nationally Appropriate Mitigation Actions (NAMAs). This is a pool of $30 billion. PTAC administers Canada's Fast Start Financing for NAMA plan development.
